In 1998, the Office of National Drug Control Policy launched the National Youth Anti-Drug Media Campaign (NYAMC) to reduce and prevent drug use among young Americans. The major components of the campaign were television, radio and other advertising, complemented by public relations efforts that included community outreach and institutional partnerships. The primary tool for the evaluation was the National Survey of Parents and Youth (NSPY), a household panel survey with four annual rounds of data collection that began in late 1999, after the campaign was underway. Interviews with 8117 youth and 5598 parents were obtained at the first round. The main outcomes of interest were marijuana-related attitudes and beliefs, perceived social norms and self-efficacy, intentions to use marijuana and initiation of use. Participants were asked whether they had seen or heard general anti-drug advertisements in several media (television, radio, internet, billboard, etc.). To measure campaign-specific exposure, they also viewed/listened to a sample of recently broadcast television and radio campaign advertisements and were asked whether or not they had seen/heard each advertisement and, if so, approximately how often. These responses were then recoded into an ordinal measure of exposure to campaign advertisements. Although one component of the campaign evaluation examined trends in outcomes, the primary analyses in the NSPY focused on confounder-controlled associations between outcomes and exposure. To increase the power of the analyses of associations, the data collected in the different rounds of the panel were combined. Thus, for analyses that involved exposures and outcomes at the same round, the propensity models and effect estimates were computed from a pooled dataset that incorporated data collected at all rounds.
